Aligning key areas of our organization

We’ve made some recent changes regarding MPAC’s organizational structure as part of our commitment to growth, innovation and supporting property owners and municipalities. These changes are the result of an independent review to further increase alignment in key areas of our organization.


Notably, we’ve reorganized our Executive 

Management Group to streamline our operations, enhance efficiencies, and align our resources more effectively with our strategic plan.

 

The Municipal and Stakeholder Relations department has moved to the new Public Affairs and Customer Experience department, along with our other public and customer facing teams, including Strategic Communications, Policy and Government Relations, Valuation Experience, and the Customer Contact Centre.

 

Now reporting to Vice President Jamie Bishop, the organizational changes will not affect your key contacts at MPAC. Municipalities will continue to have the same Account Support Coordinator, Account Manager, Regional Manager and Director. 

 

With these departments united, the property owner and municipal experience will continue to be further enhanced as we integrate our efforts and activities with all stakeholders. 

Ontario communities experience a decline in homes under $500,000 

Ontario’s residential property landscape has continued to evolve over the last decade – communities with homes under $500,000 are becoming increasingly scarce. According to new data recently released by the Municipal Property Assessment Corporation

(MPAC), the type of homes with a value less than $750,000 and where they can be found has also shifted. 


As of December 2023, the median home value in Ontario was $765,000, with the median value in the Greater Toronto and Hamilton Area (GTHA) at $1,031,000. The median value represents the mid-point of the range, meaning half of properties have a value above, and half have a value below. 

 

“Looking across the province, our data shows increases in home values across Ontario – even in smaller communities outside the GTHA,” says Greg Martino, Vice President and Chief Valuation and Standards Officer for MPAC. “The reality is that current home prices are a reflection of various economic forces at play. Factors like supply and demand, increased construction and labour costs plus inflation are all part of what's driving today's house prices.”

2024 Revised new assessment capture delivered to municipalities 

As part of our January new assessment reporting to municipalities, we recently delivered three customized reports in support of annual new assessment forecasting: the New Assessment Report, the Supplementary and Omitted Assessment Report and the Revised Preliminary New Assessment Forecast.


The Revised Preliminary New Assessment Forecast for 2024 identifies $38.8 billion in anticipated growth – up by more than $3 billion over the Preliminary New Assessment Forecast delivered in October. This increase is based on expected new construction, additions, and renovations. It was determined through the analysis of building permits for residential, condo, commercial and industrial projects. 


We recognize the important role that revenue from new assessment plays in helping municipalities expertly manage their annual planning and budgeting activities.

Tax Incentive Approval process changes for improved roll stability 

We’ve implemented some process changes to the Tax Incentive Approval (TIA) process that will increase roll stability, provide greater accuracy in growth projections, and significantly reduce the administrative processing of changes. 

 

TIA notices are sent out when a property qualifies for an incentive program, like the Farm Tax Incentive program or the Managed Forest incentive program, which would reduce its tax liability.

 

What led us to this change? Stakeholders across Ontario have remarked that TIAs bring uncertainty and confusion to property values and financial planning. We’re helping to resolve this issue by enhancing our administrative processing and aligning our goals with other partner agencies.

     

MPAC Data and the Data Sharing and Services Agreement

Join MPAC subject matter experts Natasha Dawood, Regional Manager, Greater Toronto Area, Janet Rombis, Municipal Product Manager and Jeffrey Ma, Associate General Counsel, Corporate, for an update and overview of the Data Sharing and Services Agreement (DSSA) and the acceptable uses of MPAC data. The webinar will also review the process for data requests and share some examples of the most common uses of our data. 


There will be time for questions during the Q+A portion of our webinar.

In case you missed it: An update on MPAC appeals 

MPAC subject matter expert Georgia Ribeiro, Director, Legislative Interpretation, Litigation and Strategy, and Tom Elliot, Manager, Litigation and Special Properties, Legal Policy and Compliance, offered an update and answered questions on the current state of property assessment appeals. Topics covered included appeal numbers and scheduling, issue estoppel, emerging issues and palpable errors, and recent Assessment Review Board decisions.

Conference roundup

We were pleased to be both an exhibitor and presenter at this year’s Rural Ontario Municipal Association (ROMA) Conference in Toronto.


During the conference lunch session, “MPAC: Meeting the Evolving Needs of our Partners,” Alan Spacek, MPAC’s Board Chair, was joined by Nicole McNeill, President and CAO, and Carmelo Lipsi, Vice-President, Valuation and Customer Relations and COO, to present a snapshot of our work in 2023, offer highlights on what we’re doing to continue to support rural municipalities and share more information on the innovation and modernization of our products and services. 


The well-attended session produced great questions from attendees, and we look forward to continuing our conversations with our rural partners!

Members of our Municipal and Stakeholder Relations team were in Toronto in February to attend this year’s Economic Developers Council of Ontario (EDCO) conference. Regional Managers Michelle Lindquist and Brian Gordon welcomed industry leaders to our booth to answer questions about MPAC, learn how we support municipalities and their evolving needs, and hear about some operational highlights and projects.
