2025 Municipal Partnerships Report available | |
The theme of this year’s Municipal Partnerships Report, “Built for change, ready for what’s next,” reflects MPAC’s continued commitment to supporting municipalities with the data, insights, and tools that help inform local decision making. It highlights our proactive approach and ongoing commitment to anticipating municipal needs, strengthening collaboration, and planning for the future.
The report showcases the progress we’ve made together and outlines the opportunities ahead as we build even stronger communities.

Ontario’s property inventory continued to grow in 2025. New assessment captured for 2025, which includes new construction and improvements to existing properties, reached more than $41 billion. Residential homes, including condominiums, accounted for nearly $30 billion, while commercial and industrial properties contributed almost $6 billion. The total assessed value of Ontario's more than 5.7 million properties has now surpassed $3.2 trillion, based on the legislated January 1, 2016 valuation date. These changes are outlined in the annual assessment rolls that were delivered to the province’s 444 municipalities. | |

2025 Property Assessment Notice delivery | |
In November, MPAC issued more than 618,000 Property Assessment Notices to property owners throughout Ontario. These notices reflect updates resulting from changes such as the occupancy of a newly constructed property, ownership transfers, school support selection, additions, or changes in property use. All Ontario property owners have access to MPAC AboutMyProperty™, an easy-to-use tool for comparing their property to others in their neighbourhood, understanding how an assessment was determined, and filing a Request for Reconsideration if they disagree with their property assessment. The deadline to file a Request for Reconsideration for the 2026 property tax year is March 31, 2026. | |

Year-end key dates and deliverables | |
We’re pleased to share that the following products are now available in MPAC Municipal Connect™: - 2025 Q3 New Assessment Forecast and 2026 Preliminary New Assessment Forecast
- Final 2025 Control Totals
- Municipal Change Profile (MCP)
- Year-end tax file
In addition, 2026 municipal levy letters, the 2025 Municipal Partnerships Report, and assessment change summaries have been shared with municipalities. MPAC Municipal Connect™ is also now available for the 2026 tax year and delivery of the Assessment Roll for 2026 taxation is now complete.
Looking ahead: - First quarter 2026 levy invoices will be delivered the week of December 22
- 2025 Municipal Partnerships Report will be shared with clerks and council the week of January 12
