Ontario sees a record increase in the value of property inventory with $42 billion in new assessments

On December 12, 2023, we delivered the 2023 assessment roll to municipalities across Ontario and shared insights on how Ontario’s property landscape changed this year.


Ontario’s property inventory grew by more than $42 billion through new construction and property improvements in 2023. Residential homes, including condominiums, accounted for more than $31 billion of this increase, while commercial and industrial properties contributed more than $6 billion, which is an increase of 31.5 per cent from 2022.


The assessed value of more than 5.6 million properties in Ontario is now estimated to be approximately $3.14 trillion. MPAC summarized these changes in the annual assessment rolls that were delivered to Ontario’s 444 municipalities last week.


Across Ontario, 10 municipalities accounted for more than 44 per cent of new property value. Toronto led the way for another year at $9.93 billion, followed by Ottawa at $3.37 billion. Vaughan, Oakville and Brampton rounded out the top five.

Welcome to the First-time Homeowners’ Hub 

Last month, over 713,000 property owners across Ontario received a Property Assessment Notice (PAN), some for the very first time.

For many new homeowners, the PAN mail-out would have been their first 

encounter with MPAC, and we understand they may have some questions.

 

To help address common questions from new homeowners, we’ve launched the First-time Homeowners' Hub on mpac.ca.

Some common themes explored in the First-Time Homeowners’ Hub include:

  • What a Property Assessment Notice is.
  • The relationship between property assessment and taxation.
  • Their 2016 property value.
  • How we use sales to determine the value of a home.
  • And school support (even if they don’t have school-aged children).

For your convenience, we’ve added it to our Municipal Resources Page. Please share the page with new homeowners in your community or use it as a resource to answer property owner questions.

Unlocking the power of AboutMyPropertyTM with new enhancements

Have you visited AboutMyProperty lately? We’ve made some changes.


The ‘Browse my Neighbourhood’ experience is now more intuitive than ever. Watch our new tutorial to see our latest enhancements.


Additional updates to AboutMyProperty include:

  • Condo users can now search comparable units from a drop-down list, and search results will also now appear on the interactive map.
  • For property owners submitting a property income and expense return (PIER), a redesigned splash page will clearly direct them to AboutMyProperty or the PIER Portal.
  • Users exiting the platform will be invited to participate in a customer experience survey, which will help us navigate future improvements.

Morning Connections with Municipal Connect

 

MPAC’s Municipal and Stakeholder Relations team in Zone 5 has been busy hosting virtual training sessions on Municipal Connect for municipal staff across Central Ontario. Offering a comprehensive overview of the platform, the sessions have proven to be very popular. 

 

During these Municipal Connect training sessions, participants learn about the platform’s features and tools, including analytics and reporting capabilities. They also learn how to navigate successfully through the system's many portals, like My Properties and the new Building Permit Dashboard, where they can easily access information to better inform their decision-making. 

 

“We are pleased to offer municipal staff a thorough walk-through of the platform,” shares Sarah Groves, MPAC Account Manager. “Offering tips and tricks, answering questions and providing live demonstrations during each session empowers participants, and offers them the ability to successfully leverage the data to support their work.” 

 

As the primary source of assessment-related information for municipalities, Municipal Connect continues to be enhanced and improved to meet the evolving needs of our stakeholders.

 

“I really appreciate the opportunity to sign up for the various learning sessions offered by MPAC,” says Donna Kelly, Deputy Treasurer and Tax Clerk, Township of Douro Dummer. “As a new Tax Clerk, there is so much information to go through and a great deal to learn, so it’s nice to have these resources available. The Morning Connections sessions have been especially worthwhile. The sessions provided me with the knowledge I need to successfully utilize Municipal Connect in my work for the Township.” 

 

Registration information was shared with over 1,400 municipal staff across Zone 5 with participants joining from a variety of departments, including Finance, GIS, Planning, Building, Emergency Services and Clerks.

 

“The virtual training events have been a great opportunity for the MPAC team to connect with our municipal partners,” shares Lynne Cunningham, MPAC Regional Manager. “We’ve kept the sessions flexible so that participants can choose the content that’s most relevant to their work. Learning what’s most important to them helps us provide value and support that meets their needs in a meaningful way and helps them achieve their goals.”

New Assessment Forecasts


In our effort to keep our municipal partners informed throughout the year via our Service Level Agreement, the Q3 New Assessment Forecast and the 2024 Preliminary New Assessment Forecast were delivered at the end of October. Each municipality can access the customized reports via MyProducts on Municipal Connect to view their local numbers. 

 

The next set of forecasts will be delivered at the end of January 2024 and will include the 2023 Year-End New Assessment Report, the Processing of Supplementary/Omitted Assessment Report and the 2024 Revised Preliminary New Assessment Forecast.
